A second small meat company plans to ask the USDA for permission to perform mad-cow tests on every cow it slaughters, a move that should enable it to export to Japan. Small farmers — including those who produce cheese, corn and vegetables — are watching the decision closely. NPR's Snigdha Prakash reports.
