Democratic presidential candidate Sen. John Kerry, on a campaign tour emphasizing health care, has been careful in addressing U.S. policy in Iraq. With the scandal of prison abuse photos still developing, Kerry has attempted to remain focused on domestic issues as he travels in battleground states. NPR's Scott Horsley reports.
