Schwarzenegger Presents Calif. Budget

California Governor Arnold Schwarzenegger presents his budget plan for the coming fiscal year. The governor says his plan will close the state's whopping $14 billion budget gap. Schwarzenegger says his budget, meant to bring discipline to state spending, will not raise taxes. NPR's Ina Jaffe reports.
