The Pentagon plans to appoint a review board for detainees held at the U.S. base at Guantanamo Bay, Cuba. The Pentagon says prisoners will be able to go before the review board once a year to plead their case for release. Hear NPR's Michele Norris and NPR's Jackie Northam.
