Sept. 11 Panel Focuses on Confusion in New York

The Sept. 11 Commission holds public hearings in New York City, focusing on the city's reaction to the 2001 attacks. The panel praised the bravery of the first responders, but also asked pointed questions about miscommunication and confusion in the response.
