The California Supreme Court on Tuesday heard arguments on whether San Francisco Mayor Gavin Newsom exceeded his authority by issuing about 4,000 marriage licenses to same-sex couples in defiance of state law. The court must also decide whether to nullify the licenses or let them stand and allow lower courts determine their validity. Hear NPR's Richard Gonzales.
