'Morning Edition' Returns: Dogs Beat Belt Law

The city council in Santa Fe, N.M., has dropped a plan to require dogs to wear seat belts while riding in a car. The plan was defeated by opponents who warned it would prevent pups from hanging their heads out a car window.
