Calif. Budget Deal Curtails Access to State Colleges

Nearly half a century ago, California promised that students who performed well in challenging high school courses would be guaranteed a spot at the University of California or California State University. But facing a state budget crisis, Gov. Arnold Schwarzenegger has brokered a deal that bars tens of thousands of qualified students. Kathryn Baron of member station KQED reports.
