Justice Dept. Memo Outlined Legal Case for Torture
Justice Department lawyers reportedly advised the Pentagon last year that the United States was not necessarily bound by Geneva Conventions banning the torture of prisoners. The March 2003 legal analysis, prepared for Defense Secretary Donald Rumsfeld, concluded that the president can approve acts of torture to protect national security.
