GOP Leaders Frustrate Kerry's Vote on Key Issue

Sen. John Kerry broke away from a Western presidential campaign swing Tuesday to return to the Senate for a vote on a bill guaranteeing funding for veterans' health care. But the Senate's Republican leaders delayed the vote. Critics call the move a partisan attempt to prevent the Massachusetts Democrat from voting on a proposal to help one his key constituencies. NPR's David Welna reports.
