Bush, Blair Welcome Iraq Changeover, Urge NATO Aid

President Bush and British Prime Minister Tony Blair welcome the early transfer of sovereignty in Iraq. The two leaders, attending a meeting of NATO member countries in Turkey, are trying to increase support for sending aid and troops to Iraq.
