NATO to Increase Troop Levels in Afghanistan

NATO has announced that it will increase its troop presence in Afghanistan to help provide security for elections set for September. But the number of troops being discussed would not bring NATO forces to even the minimum number that the United Nations and the Afghan government estimate would be needed. Human rights groups welcome NATO's announcement, but with a great deal of skepticism, noting that the alliance has failed to live up to its previous commitments in Afghanistan. NPR's Vicky O'Hara reports.
