Mexican authorities are investigating links between the murder of Francisco Ortiz Franco and drug cartel members arrested last week. Franco, known for reporting on corruption and drug trafficking, was the co-editor of Tijuana's Zeta newspaper. NPR's Carrie Kahn reports.
