Second Instance of Mad Cow

The U.S. Department of Agriculture says tests on a cow that had preliminarily tested positive for mad cow disease were negative. The results mark the second time in less than a week that an animal has prelimarily tested positive, and not had the disease. NPR's Joe Palca reports.
