NPR's Steve Inskeep speaks with Department of Homeland Security Under Secretary for Border and Transportation, Asa Hutchinson, about the new maritime security laws that go into effect Thursday. Some critics have said that a lack of government funding and the high cost of meeting the new security standards have slowed down the process of securing the nation's waterways.
