Report: California Penal System Dysfunctional

A special commission concludes the California prison system — the nation's largest — is dysfunctional. That view has long been held by many African-American and Latino inmates. NPR's Tavis Smiley talks with Joseph Gunn, executive director of the Corrections Independent Review Panel, and Lance Corcoran, executive vice president of the California Correctional Peace Officers Association.
