California Budget Gives Schwarzenegger Trouble

California Gov. Arnold Schwarzenegger is having problems making a budget deal with the legislature. The $103 billion package is already 17 days late, and the new governor — otherwise enjoying bipartisan success — seems to be having just as much trouble as his predecessors.
