Sept. 11 Findings Fault War on Terror Rhetoric

The Sept. 11 commission calls for the creation of a national counter-terror center with operational control over U.S. intelligence efforts. The report says the U.S. needs to strengthen ties with countries like Pakistan to prevent them from becoming havens for terrorists and to soften its rhetoric in the war on terror.
