The Mexican border city of Tijuana votes for a mayor on Sunday. Leading the race is Jorge Hank Rhon, an eccentric millionaire tied to allegations of murder and drug trafficking. Rhon hopes to fuel a comeback for his Institutional Revolutionary Party, which was ousted in 2000 after seven decades in power.
