Law enforcement officials in Seattle, Wash., say they've been in a heightened state of alert since well before Sept. 11 2001. A suspect in the millennial bombing plot was taken into custody near that city in 1999, and a local imam was suspected of involvement in another terrorist plot. NPR's Scott Simon talks with Seattle police chief Gil Kerlkowske about the state of security in the city.
