Prison Abuse and Non-Military Personnel
A leaked Pentagon report says no senior officers ordered the abuse of prisoners held at Abu Ghraib prison in Iraq. The report allegedly faults military commanders for poor supervision. NPR's Robert Siegel talks with Scott Silliman of the Center for Law, Ethics and National Security at Duke University about what this means legally for non-military personnel who may be found guilty of abuse, and under what laws they might be prosecuted.
