Some of those hardest hit by Hurricane Charley's path through Florida were migrant workers, mostly Mexican immigrants who work in Florida's farm fields and orange groves. Though legal immigrants are eligible for federal disaster aid, those in the United States illegally are not. Hear NPR's Debbie Elliott.
