NPR's Melissa Block talks with Vincent Cannistraro, former CIA chief of counter-terrorism, about Sen. Pat Roberts' sweeping proposal to reorganize government intelligence organizations. It includes splitting the CIA into three separate entities. Cannistraro says the proposal wouldn't correct problems with intelligence gathering.
