California Debates Licenses for Illegal Immigrants

California legislators are considering a proposal to give driver's licenses to more than 1 million illegal immigrants. The Los Angeles police chief supports the effort. But critics are already preparing petitions for a California ballot initiative that would ban illegal immigrants from ever getting a license. NPR's Carrie Kahn reports.
