Congress Returns to Gridlock after August Recess

Congress returns after a six-week recess. Revamping the nation's intelligence services is on the agenda, even as the House and Senate attempt to finish this year's budget process. But the looming elections make the timetable especially tight. NPR's David Welna reports.
