The Bush administration has agreed to allow 90 American students to continue their medical education in Cuba. Most exchange programs with Cuba have been frozen, but Secretary of State Powell agreed to waive new restrictions at the urging of members of the Congressional Black Caucus. NPR's Michele Kelemen reports.
