U.S. Seeks to Use Iraq Building Funds for Security

Republican and Democratic senators on the hearing of the Senate Foreign Relations Committee sharply criticize the Bush administration's request to spend more money on security in Iraq, using money previously approved for construction projects. NPR's David Welna reports.
