President Bush signs executive orders formally lifting the trade embargo against Libya, restoring air routes and freeing Libyan assets frozen in the mid-1980s. The Libyan government accepted responsibility for the 1989 Pan Am flight 103 bombing that killed 270 people, but much of the $2.7-billion compensation settlement to be paid by Libya was tied to the embargo's end. NPR's Michele Kelemen reports.
