Powell Lays Out Plan for FCC

NPR's Robert Siegel talks to Michael Powell, chairman of the Federal Communications Commission, about the FCC's involvement in the transition to digital TV. They also discuss efforts to combat "indecency" on television and radio broadcasts, and about the evolving role of the FCC in regulating what's seen and heard by the American public.
