Palestinian officials meet at Yasser Arafat's headquarters in Ramallah for the first time since the Palestinian president was flown to France for medical treatment. They insist Arafat is still in charge of Palestinian policy. But their leader's health raises succession questions. NPR's Julie MaCarthy reports.
