Analyst Michael Vickers says the offensive in Fallujah is aimed at breaking the insurgent grip on Fallujah and perhaps making it possible to hold elections there, but capturing insurgent leaders was not a realistic objective. Hear Vickers and NPR's Renee Montagne.
