Contractor Alleges Firm Defrauded Iraq Occupation Authority

The first contractor fraud case from Iraq comes out from under seal. It raises questions about whether U.S. federal law applies to contract work in Iraq. Two former associates of Virginia-based contractor Custer Battles accuse the company of defrauding the federal government. NPR's Debbie Elliott reports.
