In a confidential report, the International Committee of the Red Cross says the treatment of prisoners at Guantanamo Bay, Cuba, amounts to torture. A memo on that report was obtained by The New York Times and reported by Neil Lewis. Hear Lewis and NPR's Steve Inskeep.
