After a five-year-old Bexar County girl was beaten to death in a home supposedly being monitored by social workers, Texas state sent a "strike team" to help cope with that county's caseload. NPR's Michele Norris talks with Tracy Idell Hamilton, a social issues reporter for the San Antonio Express-News.
