Homeland Security Funding Distribution Debated

Congress has put off until next year proposals to change how grants from the Department of Homeland Security are distributed. The dispute is over spreading the money evenly around the country, or focusing it on high-risk targets and intelligence. NPR's Pam Fessler reports.
