Countries that signed the Kyoto Protocol meet this week in Buenos Aires. In February, the treaty on climate change becomes official. The Bush administration and Congress have decided not to ratify the Kyoto treaty, but climate analysts in the U.S. say attitudes are changing. Hear NPR's Christopher Joyce.
