Philippines President Gloria Macapagal Arroyo not only withdrew troops from Iraq after a kidnapping earlier this year, she also banned Filipinos from traveling there. The ban is unpopular with those who were making good money in Iraq to support their impoverished families in the Philippines. NPR's Michael Sullivan reports.
