Peruvians plan to celebrate the New Year by symbolically blowing up their president. Letting off fireworks is a New Year's tradition in Peru. This year, many people are buying rockets or firecrackers decorated with a picture of President Alejandro Toledo. Scandals and a bad economy have the left the president with an approval rating of 9 percent.
