Secretary of State Colin Powell and Florida Gov. Jeb Bush visit Phuket, Thailand, to express U.S. condolences and meet with victims of last week's tsunami. Thailand and the United States have agreed to work on an early warning system in an attempt to avoid future tsunami disasters. Hear Doualy Xaykaothao and NPR's Steve Inskeep.
