Schwarzenegger Releases Plan to Close $8 Billion Budget Gap

Gov. Arnold Schwarzenegger releases a budget plan he says will close the state's $8 billon budget gap. The plan is a combination of cuts and borrowing. NPR's Ina Jaffe reports.
