Security concerns are likely to keep substantial numbers of voters away from the polls in Iraq Jan. 30, and interim Prime Minister Iyad Allawi acknowledged for the first time Tuesday that some parts of the country may not be able to participate in the election. NPR's Lourdes Garcia-Navarro reports.
