Hundreds of foreign aid organizations have descended on areas devastated by the Indian Ocean tsunami. But distribution of aid has been hobbled by a lack of organization. So tsunami relief workers have had to create their own systems to coordinate efforts. NPR's Joanne Silberner reports.
