Bush's Domestic Agenda Faces Challenges

As the inauguration approaches, President Bush is planning an ambitious second-term domestic agenda. He hopes to reform Social Security and the tax code, all while trying to keep spending under control. But some expect stiff resistance from both chambers of Congress and on both sides of the isle.
