Attorney General John Ashcroft announces the first criminal charges resulting from investigations into the troubled United Nations oil-for-food program. Samir Vincent, an Iraqi-born American citizen, pleaded guilty to acting as an unregistered agent of Saddam Hussein during the time the oil-for-food program was being created.
