During his inaugural address a week ago, President Bush articulated a bold vision for his second term. The directness of some of his ideas caused some analysts to wonder if the president was introducing a new, daring direction in his foreign policy. But the day after the event, White House spokesman Dan Bartlett issued several subtle caveats to Bush's address.
