Boycott Efforts Successful in Many Sunni Areas

Turnout in the predominantly Sunni areas of Iraq was by most estimates extremely low. Tony Perry of the Los Angeles Times says clerical calls to boycott the elections and insurgent threats kept many potential voters away.
