Friends and neighbors of a 13-year-old boy say they can't understand why he was shot to death early Sunday morning. Los Angeles Police say Devin Brown was suspected of stealing a car and led officers on a three-and-a-half mile chase. Officials say an officer opened fire after the boy backed the car into a police cruiser.
