Infrastructure, Security Problems Snag Basra Reconstruction

The U.S. reconstruction effort aims to win over Iraqis by fixing sewerage and water system in the southern city of Basra. Many of the projects are close to completion, but many people in Basra say it makes no difference in their daily life.
