Plan Drawn to Warn of Natural Disasters

In an effort to provide better advance warning in case of a worldwide natural disaster, scientists seek to coordinate everything from satellites to tide gauges. They are expected to adopt a plan to monitor the globe around the clock with a network of instruments.
