In 1999, then-candidate George W. Bush outlined an ambitious plan that would allow faith-based charities to compete for federal funds. Former deputy director of the White House Office of Faith-Based and Community Initiatives, David Kuo, says the program has not lived up to expectations. NPR's Ed Gordon is joined by Kuo and the Rev.
